You need to answer the question's at the tv station to gain access to aquaworld then you get a wrench off the ground that will help you drain that wheel.

Edit2: ok when i was at the right factory i went like "where the hell is the box?" then when i found it i went "omg i cant belive it was already in my face the whole time"
