Okay, now I have tried partially working this out by trial and error, using any configurations that could make sense.
I have tried leaving the machine, as it is and typing in the code.
I have tried altering the types of rotor I-III to match their roman numeral number, in case that would be what the title means instead.
Since the numbers on the particular machine I've been using, that I'm sure is the one that he meant, go from 0 to 25, I have tried adding 1 and subtracting one from the numbers on the rotors when I had to put in the key.
And finally I have tried doing as they did back in WWII, where the real message key was coded as part of the message and the key you had was for decoding the message key at the start.
So far I have tried 18 different combinations, I have far from exhausted the combinations, there are quite a lot after all, but this is what I have so far.

Obviously this has already turned into another level 5, hityusha, and I'm beginning more and more to think that you must've made some error when you coded your message, or left out some important information, because none of us have worked it out yet. Could you, if not give us the solution, then give us a BIG hint? I think I speak for us all when I say that we're going crazy with this one.

Well, I think I figured out what particular simulator he's talking about and also I got something that wasn't total gibberish, not English but something that started to look like it. I'll have another go at it later to see if I missed something.
I gotta admit, I couldn't get anything senseful from it either

Well I figured he could be hinting to something in the movie itself. And it was okay, not bad, but not what I expected, I had hoped for a more historic view of it, not just a description of 4 important days in WWII's history, also there was after all a bit too much love story in it
