This is a hard one. It is an arcade game that I don't believe was ever released for a home system. I will leave you with one hint for now, its a rail shooter.

Umm, I don't know of any game called "Shoot an Elf"
The level pictured has a Christmas theme, but the other two levels have a haunted house and side show themes.
