it is the key to the whole rebus

and the guy was a president in one of the asian countries - that should narrow it down from 1,000,000,000 to a few hundreds

It has to be the treble because of the way the notes are written. They would be upside down for bass i think.

Nope, the stems point down for notes higher on the staff (above the third line).

I think Tamk's got it, too, but I'm not sure why.
