It's indeed an amphibian, but this isn't the larval stage, but an adult. To be more specific, this amphibian does not go through metamorphosis, and that's why it looks like a tadpole.
Edit: Sorry Lovely, I missed your post. It's indeed a salamander, but not a mudpuppy. Though you are very close. In the wiki article it is mentioned because the larval stadium is often confused with this salamander.
