Nope, nothing to do with maps.

Paper holder was quite a good guess too btw.
It's a complex looking device for something really simple.

Nope... don't see anything on there that would leave a mark.

I think I get the mechanics though. The toilet seat shaped piece hinges down, and the node on it fits into that slot below. Then the big handle swivels 90 degrees clockwise - tightening it.

But I thought it just tightened and the hole in the main body of it is for some sort of marking tool

You may be right Heart. That piece may just be bent up.

I just assumed there was a hinge there.

Hard to know how big this thing is... 4" or 5" overall ??

Well, the clip thing is to clip it onto something and the pin is the marker. That is so far I understand. Like said before it's something complex for something that is really simple. You could use a piece of paper for it instead, or a pen ,or ruler..
