      The picture I found said they were for pets, if they are similar to baby toothbrushes, then you two can flip a coin or arm-wrestle for it

                    But it's okay Fern got it. She guessed what kind of toothbrush it was in that picture.

                    Okay now lets take a look at the new pic.
                    Edit: maybe a lawn scarifier or a lawn raker?

                            We need to catch donaud online. This one has lasted a long time with no answer. The pull cord onto the cylinder looks useless. I am really curious.

                                I think I saw one of those being used in a residential neighborhood where somebodies house got a new roof. Just couldn't think of it. Good one donaud!
