Wheel is the closest guess so far, but it doesn't move that way. It is used on something else... something I am 99% sure that everyone on here has 3 or more of in their home. The item is not required for the thing it's on to work. Most people would NOT have this item (or anything similar) in their home... unless they have very young children.
