Terragen for making landscapes (easy to use):
Google SketchUp for making streets/houses and simple furniture (easy to use). With the latest free version 6 you can even make animations (walk through your terrain) and save it as .avi files:

Wings3d is also a 3d modeler programm (not very easy to use as most 3d programms)
Caligari TrueSpace 7.6 is now free! (you need to register to get your copy)
trueSpace7.6 is a fully-featured 3D authoring package that will let you model, texture, light, animate and render 3D content. As well as traditional images and movies, you can also make 3D content for online shared spaces, and for Virtual Earth.
GIMP is suitable for a variety of image manipulation tasks, including photo retouching, image composition, and image construction
Online Image Editor Pixlr has a lot of options and features to create your own drawings or to manipulate images:

Art of Illusion is a free tool for modeling and rendering 3D scenes.
Kashmir 3D is a free terrain modeler. It renders landscapes upon the world map, and you can also choose from different rendering styles:
World Creator v.1.5 is an easy to use free software that comes with 256 Texture Library and 500+ Masks Library to get you started. You can create interior and landscapes for your games (Isometric, Pseudo 3D, 2D Platform, Overhead etc.). And you can make animations with it.

Stickman is an animation program for children and amateurs. The demo version is free and lets you render your animation as video file (.avi).
