Giving seashells to that judge wouldn't work. You have to take a picture of a huge seashell from another island (talk to tour guide and it will bring you there.) you will see the seashell somewhere at the top left hand of the island. Take a picture of it and give to that judge.
Hope this helps cuz i'm rather new here

oh i forgot to include somthing..you have to cross a tunnel to reach that particular island with the shell...sry bout that T.T

Did you mean the seashell thingy? Well, for me this was what happened, when i got the pic and talk to manager, i acessed to the camera and picked the photo with the seashell, click on it and bingo,the manager will give you a lovely price.
