I have the keys, ect, am I doing something wrong...can't get the spout on my gas can..the other things I have and put in the place they go

filled the gas can, found both parts of the pump, have two keys and a rake tool thingy, but what now? Where do I use the code in the sand???

Nope. not a glitch.

Once the funnel disappears, you can attach the spout.
