I can't seem to find the second half of the dial

I found the first half here

Under the garage door

I also found

Lighter fluid, sponge, glue, cabinet knob (Used), rock(used) and crowbar(used)

I've used everything so far i only have the sparker and the lighter fluid left....whats next?
