I have 3 numbers, they're colour coded so there must be something to show the order of colours but where?

eta: more AAAAAAAAAAAAAAARGH! I've just found a green tag on the plant but can't get it off - I bet there's something to cut it off with in that cupboard I can't open because I don't know the order of the colours...
