Odd...but I did it! The most difficult part to figure out for me was (in case someone else gets stuck there.)

throwing a stone in the water to get the fish to stab.

took the water back from the cow!

Hmm.. need a net .. and then a snake hook. Tried the suggestion but not getting it. See the need for another thing and this I've not found.
I returned to anothre area and found the item.
