All I can tell is that the X's or O's change in a diagonal

Thank you for the hint. I'm out. For the puzzle push the buttons to keep everything symmetrical. It is much easier that way. It isn't too tough if you do that.

Yeah, I'm now enjoying making patterns with X's and O's... I just can't make all O's..
