I got a lot of letters, and I don't know what to do next.

I just have

key (used)
screwdriver(used)
red button (used)
Now don't know what to do with panel -up/down buttons or how to set the clock.

The up down arrows move

the letters outside the window up and down. You can pick the letters up from the right side of the window one at a time when you move them up.

The clocks only need is to

make it dark outside

letters are in my inventory - unused.

Not quite sure where to go from here...

put the letters back on the sign in a different order.

You only need

three letters. The rest of the cards need to be turned over before they are used. Think of what kind of distress signal a ship sends out if its sinking.
