It's your internet-program. You have to open a new page in it
(file->new->window) or something like that (depending on what program you are using: internet explorer, mozilla, firefox...). Does it help?

In the 4th alinea it says:

If your Network Administrator has enabled it, Microsoft Windows can examine your network and automatically discover network connection settings.
If you would like Windows to try and discover them,
                  click Detect Clock Settings

So click on "Detect Clock Settings"

                        That's It?

I can't believe that the URL was the only tricky part. It started so good!!! I wish it had been longer. Oh well.
