the lever is an antenna, as brain said! look in the periscope and use it there to move the tank

yeah I'm stuck with the remote too and just tried to use them together and it worked lol

look

outside from the periscope and find the view with the tank (you can see a small part of its canon on the right) then use the buttons on the remote to control it. Then, search for the other views to see where is it. I'm sorry but I can't help much on how to move the tank...I hope you'll figure it out!
only a comment, Just remember the last button you push, because if you push the wrong it would go back..

EDIT: I found them.

You have to click on the right wall of the shelf facing the space where you would put things.
Both the fork and the ace of spades are there.
