you need to put back the painting where you've found it and click it again to turn it into a mirror, then look at the blue/green stone on the desk

I can't seem to

you first have to try to put the light bulb in place, then you can pick up the chair

And I can't fix the wirerope; seems, I miss pliers or a ladder.

that's the tricky part!
have you found where

the two hooks and the pulley are? if so look at all three of those (I mean click) and then look closely at the wire/rope, you'll see what you have to do
