I found all the notes and all. I still have a blank spot on the end of the inventory. And the safe still says I can't just guess so it won't let me use the arrow keys. What am I missing???

Yup! Same for me! I'm out! Thanks for the help all! You can figure out what order to arrange the notes in by looking at the bottom right corner. The larger number is what is entered in the safe.
