Turned dials until each light came on.

Took me 'Forever' to BF Safe as it first took a bit to figure out how it worked...

In reading order...10-8-8-2-7-2-1.

The tiny green arrow moves....

4th position.

That took a lot of tries, but finally got it!
Done....Too much story and not enough game.
