I cant get past banana skin but, you can put the plank near where the mouse was to link the floor with the one above it, only the oil can left.

Walkthrough

use umbrella on the pipe where water comes out
use lighter on mouse
turn off the fun
put white bag on the fun
when frankie is below fun - turn it on
click on the spider
use container on the last floor a litlle bit left from the spider
when frankie reach the can put board to make ramp

turn the fan off, place the plastic bag over it, turn it back on

That was a challenging one. The fan part takes some real timing!

drag canister to the upper board, the cat will fall down

Walkthrough

1. drag blue umbrella over drainpipe to stop water fall
2. drag green lighter to drunk mouse to open stairs
3.a. turn off fan
b. drag white bag to now-turned-off fan and it should stay there
c. wait until Frank gets right under the fan and turn it on
4. click on spiderweb
5. wait until Frank gets to the can and drag plank to make a ramp from 2nd floor to the 3rd floor
6. when cat stands up, drag oil can to the spot in between it and Frank on the 3rd floor

Done.
