I found

only 3 of the symbols on the note

Is that correct?

I tried

matching the outer ring with the highest symbol found in the note and the lowest symbol found in the note on the inner most ring. Of course, that didn't work, so I reversed the order and matched the highest symbol found in the note on the inner most ring

and that didn't work either.

Here's another hint if you're having trouble figuring out the order for the safe.

The order you see them on the note (from top-to-bottom) is the order they go in on the safe.

the first sign

Blob 4 - shows the position on the ring where to start. you find it on the unmovable part of the safe very bottom

the 2nd sign is in the blob to the right of it

follow hint from above
