the swithc thing is to flip the first switch twice and the second swith once
but only after elizabeth is dead and you coem to find a man in her apartment who has been hit on the head
o nd the swithces are behind the red drapes behind her sofa couch

Oh, that was fun! Got stuck with that switches thing because I thought I had to do that as soon as it was possible. Didn't realize I didn't have to switch them on until later in the game.

When talking to the janitor, have you tried to click on the foot print so that a new line of questions can be asked?
Click on postcard when talking to the collegue so that you can investigate another suspect.
