I can't believe I'm stuck! Still got a key (used), bucket with water in (used), crowbar, jet collar and wire-cutters. I've tried to cut the chain on the dog or the one on the swing but nothing happens.
Back to clicking hopefully!

You need to do a few more things before using the nipper. Get the plank from the window, and put it on the tower. Gets ice, use on sun.

That may get you on the way, not the whole answer though.

You have to be quick to use the nippers:

give the rocket collar to the dog;
use the chain from the dog's kennel to fix the swing;
select the nippers and then click quickly on the swing and then the satellite dish
