I have the gear on the wall and the arm thing with the string is floating above the garbage ....

It was easy once I refreshed the page a few times. For some reason I just couldn't do anything at all

except lift the cog or the wire. There were no other hotspots at all!

The other hotspots are on the door once you get the game loaded up properly, just lift the cog and click on the cog shapes on the door, and then lift the wire and find the hot spot just above the cogs.
