Hmmm, is the slider puzzle solvable if there are always 2 tiles that are exchanged?

I tried again...As for my picture I've got two right tiles switched, those with the guy

The upper bodies of woman and man. Or, if I have the woman correct, the upper body and lower body of the man.

I seem to have the same problem as Mindsmasher.

Can one of you post a picture of your problem? I completed it, so if its the same every time its possible. If its random maybe not.

As far as the picture goes...if you just

look at the windows in the background and match them up you will get it right
