I think this game has bugs. In one of levels there was double number 22 on the board with numbers and in level four double #33.

Some levels have double numbers so when you found one, the other is still to be found and therefore it looks a bug but it isn't. You can check it before playing a level. I'll give you the double numbers:
level 3: 22
level 4: 18 and 33
level 6: 33
level 9: 2 and 5
