You must save the pic first on your harddisk. Then click on "post reply". Under the post window you see the "Additional Options", there you can browse the picture from your harddisk and upload it as attachment ("Manage attachments").

Im on level 16 and this is not even close to what my cube looks like. Are you sure you got the right level here? Mine at the top says 16 of 30.
