found a cutter and 'opened' it, but not cutting the ribbon...

Couple clues...

get something from the knife & then use it on the knife.... Number/letters clue: use the numbers for the spelling of the colors (color hint is ROYGBIP)

having trouble with code - saw order and value given but evidently have to be placed in another order? tried another but that didn't work either. I'm just looking at it wrong - that kind of day.
