is level 3 some sort of cryptogram?
I can't get it to fully decode so I have no clue what was used.
I've got the question and answer but neither work and it doesn't work together either?
What does the level want?

Yes, it is a cryptogram. You can easily use an online programme to decipher it. The question and answer should make sense when read together. The answer to the next level is one of the words in the 'answer' part of the cryptogram.

I'd love to know what you think will decode it seeing as I have the 3 best crypto sites bookmarked and ALL of them failed to fully decode the answer line.
I know the question and I think I decoded the answer but can't get it to work?

Okay, my bad, it's actually not that straightforward. You may need to manually edit some of the letters for the whole cryptogram to make sense, like I did.
