For level 14 i jumped straight to level 24 when i put in an answer.

I need some help on this level - I simply do not get it. I looked on the forum and read the hints - why do I get stuck on levels that no one else gets stuck on?
Any pushes are welcome!

Edit: the level is the one with symbols of little men holding flags.
