I've googled, trying to answer the question, looked in the source, but cannot find anything.

I cannot get anywhere with level 31...

I can see some country flags and possibly a rough drawing of a cartoon of some sort...but I can't get anything from that. Maybe something with the olympics? Can someone please give me a hint? I've been staring at this thing for days

level 18

i'm totally stumped on level 18, i was so sure i have the right answer (which i obviously haven't got) and it's not working.
i believe to know whom the famous person is

he's a well known crime solver residing at Baker Street in London

and obviously the title and the piece of meat ought to point you towards the name of the owner of the "meat" in question, however it doesn't seem to work that way

it should belong to the hydraulics engineer mentioned on the adventure of said famous person

You are absolutely correct. You need his full name, it appears in the story.

thank you Fern, i feel like such an idiot... are the .php links Case Sensitive? cause i believe i used his full name too, but i think i capitalized the first letters in his name there. that's why i figured i was wrong there.

now i'm stuck on 19 though, the whole puzzle just doesn't make any sense whatsoever, so i'd like a little nudge if possible..

Yes case sensitive.
For 19 you need a pencil and checkered paper.

by the by, an excel worksheet words just as well, and saves a tree (if you know how to work it)
