Are you sure about that?

And try Mr. Logic's hint: As paradoxical as it may seem, one bit can sometimes provide more information than can many bits!
When you get to Level 06-07, try using the Windows Paint program to save the image as a Monochrome Bitmap and see what happens.

Adjust your monitors brightness or look at the source code. You might see what your missing.

Am I correct in thinking that you are on the level after the "google is your friend" level?

There is a background on that level, but it is not easy to see though. Look harder. There is more than one way to find it.

I see it dimly, but when I save or copy/paste it into paint, it's just a grey square. I've also tried manipulating that square once in paint, but it doesn't reveal anything.

the background is definitely a mask. have you tried using the fill all tool in paint to see if it reveals the boxes clearer?

I'm still stuck on 16. Have been for 2 days. All I know is that it's a caesar cipher, but I have no idea exactly where to put the mask or what the shift it. I suspect that it is either 13, 14, or 15, but i'm not sure.
