Lol, got level 27, now level 28 :-)
Totally stuck here, counted and rearranged "everything" (probably almost) according to hints.
I tried also to work on level 8 but I'm probably thinking too far. So on both levels some ideas would be apprecitated.

is decoding 24 really simple? it seems like the people who have already past it breezed by that part of the level.
