I have tried many different combinations with the numbers but I'm sure its top and bottom accordingly. Whenever i try to read left to right, i get a whole bunch of consonants and 1 vowel...

I need some help on the forest of winter(level 65)! I drew the lines in paint. I printed and checked placement and straightness with a ruler. They are straight and there are no placement or straightness problems. What am i doing wrong?
