I think a nice juicy hint is needed for level 3 here, because I don't get it either!

That would actually be a good idea But then it would be keyobard-dependent, for instance on my Danish keyboard, 3 and ? are on the same key as #, and on yours it's ~, it would be a little hard to guess then
