Have no clue how to decode those numbers on level 48. Anyone around to point me in the right direction?

Have tried most things from every riddle I know, only thing left that i haven't tried is an E**F reader, maybe i'll give that a shot now

The picture title is of utmost importance for this level, but only once you've converted the source info.
Any help for 43? I think I may know what to do, just not quite sure how to apply it to the picture.

This level stumped me as well. I gave up on Neutral Riddle for a couple of months while I worked on a couple of others. Then a few days ago I returned to it and ,in relatively short order, solved it.
