you're right about the actor. the movie is from

1990.

for 21, there are three variations for the answer: two are very wordy and clinical and one is an abbreviation. any of those three will lead you to the next level.

since you've gotten past level one, you can definitely figure this one out. here's a little extra help...

some levels, like level 1, reference other movies. some levels reference actors, directors, characters, and other people or objects related to the films.

level three refers to a specific scene from the movie, though not necessarily the scene in the picture. for someone who is a huge fan of the movie and knows the script by heart, it's an easy level. for anyone else, a script search is your best friend.

since i make sure that all the answers to all the levels are searchable *somewhere*, there is a script online for the movie in level 3. use the right keywords and the answer will be very obvious.
