Thankyou everyone. I have figured tat out Now I'm on lvl 5 I haven't een figured out wat they want me too do.

But I think u have to change the URL. But I am not so sure.

I have saved the image and opened it in MS Paint. I inverted the colors to see the black text better. Then I flipped it vertical. I can see the text, but I don't know what to make of it.

it's hard but try to make out what letters are right side up when you flip it - then do the same with that as you've done with all the other answers

Figured it out.

There are four rows of text in the bottom left (after you flip it vertical) that tries to spell out the same phrase. There are a lot of duplicate letters that you can ignore.

I think I got something, but I'm not sure. Does the orange five show that whosever phone this is, they have the LA abandoned vehicle hotline set for number 5 on their speed dial? I'm sure I'm close, but nothing else is coming to me.
