do i need some image breaking software for 29?
(maybe some of the ones recommended in the first rule page??)
seems i c letters on the sign.

it's so blur, and i can't seem to manipulate the image enough only with windows paint

mmoo, you need no such thing. You don't need to manipulate the picture at all... Just follow the sign's "rule".
