Help for Level 14??

Hi Guys, I am a first time poster. I have been working on level 14 for two days and I feel so stupid. I have the three letter word plus the other word. I have searched that plus headquarters and there are so many. I have also read post 152 which is supposed to help but I am so stumped! Can someone PM me so I can finally figure this out??? Any help would be great!

But I don't understand the comment right at the very bottom of the last level. Is that clue to a secret level?

I found the quote easy enough. is the date september 9th its just a guess since the numbers 9090 could be the 9th month and the nineth day of that month. thats the only date I can find in those numbers.
