I have tried various cities names, persons involved in that declaration etc etc..

I just started playing this riddle this week
I've finished the first part and now stuck on the second one on level 18

I have used two ciphers, anagramed and came with a word - r*****

If that is correct, I have no idea how to use it to fill the blank in the sentence.
Any hints please?

on 23 now
got the first 5 letters word, but now stuck on the second part
can someone please give me a push on what to do with the set of numbers and the hackers text?
