Stuck on Frodo and Quebec

Frodo - NO CLUE!! I read the hints and I've tried and tried and tried. I just want to know how to solve it!!!!!

Quebec - I solved the cypher and got the capital of C..... - ***???? I don't know what to do!!

This is annoying!!! Oddpawn 1 wasn't nearly as hard!!!!
