No real secret in what the pics message, it is a red herring that says

We will not help a lot

To solve this riddle, focus on the hint in the window title.

Wolfman have where to start but thats it

Have also treid followimg post which states "what would post office do", but am getting nowhere,

I know how the town relates to the "not summer - not winter - not fall", but can't move on from there. I must be missing something or be totally thick.
Could someone give me a huge hint...like the answer attached to a brick and thrown at my head !!!!
