Stuck on Gran Theft Auto.

I've done the red but I'm struggling with blue. There a re letters before the numbers. Do I do 2 of the instructions or just 2 of the first letter? Does that make any sense?

the instructions do make sense if you read them about 50 times.
i'd just GOOGLE the source anagram. its easier.
