I've found the other image, and I know what the extension means, but I don't think I have the right program. Does anyone else know more about this?

I'm on fake 20 or whatever, and none of the hints have helped, I've changed around the name of the jpg and such and got nothing (cept a jump to a 30 something level, but that's just dumb, you miss half the game. I've also tried every Scandinavian country under the sun. I need a decent nudge.
