I don't think 13 had anything to do with winhex raven. why don't you just try decoding?

Can someone help me with level 25? It is the one with the nokia image. I got the first piece but can't quite get the second. Do I need to use any program to get the answer?

just google the middle line of the program, and one of the first results contains the program language.
If you are still stuck, pm me and I will tell you the answer

go to the browser menu and select view and then source
in the source you will usually have to look for remarks like this one  containing hints
this method will be very useful in this riddle and in a lot of others

as for me, I'm still stuck on 42
kinda given up as I cannot find any visible clue there
