Google the title of the page plus the ones who used that symbol. Look for a famous name on the google list.

Google the phrase along with the name of the encryption method and you should find it.

I've searched for the quote with the group that used the symbol and come up blank, the name of the dude who the quote is from also gives nothing

Took me a while to figure out the right way to google it. Try the quote itself without quotation marks. Googling gets you the name of the person you're looking for...

The anagram itself includes part of the person's name and a clue to who they are, but you don't necessarily need it to get the answer.

25a is confusing me...
