That's partially right, but you have just transformed half of the letters, remember

a=1=z or z=1=a

sorry again for my fault,
the risk puzzle isn't too hard and the hints in the quellcode aren't indispensable. I'm not even sure what they mean.
But just look at

the numbers and connect them with the names of the particular country.

Then you should be able to figure out the rest...

@sheba: just search these fibonacci-numbers in google, then you should be able to figure out what the answer is...
